本项目：柬埔寨国公省2×450MW燃机联合循环电站项目，项目总包方为 CMEC，招标人为 中国电建集团四川工程有限公司柬埔寨国公省2×450MW燃机联合循环电站项目部，具备招标条件，现进行公开询比。
The Cambodia Koh Kong Province 2×450MW Gas Turbine Combined Cycle Power Plant Project, with CMEC as the general contractor and China Power Construction Group Sichuan Engineering Co., Ltd. as the tendering entity, is now open for public bidding.
二、项目概况和招标范围 / 2. Project Overview and Scope of Tender
招标项目名称 / Name of Tendered Project：
柬埔寨国公省2×450MW燃机联合循环电站项目供水系统区域建筑结构工程。Water supply system area building structure engineering for the Koh Kong Province 2×450MW gas turbine combined cycle power plant project in Cambodia.
建设地点 / Project Location：
柬埔寨国公省洞沙果地区Thmor Sor村。
Thror Sor village, Dong Sa Kho district, Koh Kong province, Cambodia.
建设规模 / Construction Scale：
一座频率50Hz、并网电压230kV、2x450MW联合循环电站及辅助厂房，并配套建设LNG码头和相关疏浚、永久重件码头、LNG接收站、厂前办公区、生活区等辅助设施。一座LNG储罐工专供本期电站工程。The project includes a 50Hz, 230kV, 2x450MW combined cycle power plant and auxiliary buildings, along with supporting facilities such as an LNG terminal, dredging facilities, a permanent heavy cargo terminal, an LNG receiving station, a pre-plant office area, and living quarters. An LNG storage tank is dedicated to this phase of the power plant project.

招标范围 / Scope of Tender：
机械通风冷却塔，循环水泵房、循环水沟、工业消防水泵房、工业消防水池。Mechanical ventilation cooling towers, circulating water pump rooms, circulating water ditches, industrial fire pump rooms, and industrial fire water tanks.

三、投标人资格要求 / 3. Bidders’ Qualification Requirements
1. 资格能力要求 / Qualification & Capacity
（1）资质要求：要求投标人具有独立企业法人资格，或具备柬埔寨建设行政主管部门颁发的  3  级及以上资质。Qualification requirements: Bidders must be independent legal entities or possess a Level 3 or higher qualification issued by the Cambodian construction administration authority.
（2）其他：无Other: None
2. 业绩要求 / Experience Requirements
无/none
3. 信誉要求 / Credit Standing
投标人应信誉良好，无被责令停业、暂停投标、财产被接管、冻结、破产等情况。
The bidder must have good credit standing with no suspension, disqualification, receivership, asset freeze, or bankruptcy.
4. 其他要求 / Other Requirements
不接受联合体投标。
